I'd check first to see what's running. You might have extra programs or malware taking up resources.

Get MobileMeter and see what your CPU temp is. Normally HP notebooks turn the fan on at 55C and shut it off at 50C.

Here is the result: the fan starts when the temp reaches 55c but it will only end on 40c.

so is there any setting to handle this issue?

you probably have a lot of junk running in the background and this keeps the cpu running at a higher clock more often. Remove those and see the improvment. Then I would undervolt /hope you have pentium M, not celeron/.

Try Notebook Hardware Control at www.pbus-167.com. You'll need Net framework 2.0. Besides all different good things it offers you might be able to set temperatures when to turn on and off the fan. Now it worked great on my old Asus, but now on my new notebook this option is grayed. It still can help you lowering CPU and ATI GPU speeds and set active power scheme (for example on battery optimized, my notebook stays beetween 50 and 55 degrees celsius).
Interesting but my old Asus and this Prestigio notebook seem to turn off fan at 50. You say 40. That surely sounds like a lot of fan noise to me.
The other thing with asus was that different bios updates changed the behaviour of the fan (off and on temperatures). Maybe you can try this?

Yeah, I remember on my old notebook, there used to be lots of spyware and other junk programs that would cause the CPU to run at 100%, turning on the fan and it would keep running until I shut down those obtrusive programs.
