Best card for running Command & Conquer 3 on max settings
I know that it isn't out yet but I have heard rumors that requirements for C&C 3 will be similar to Lord of the Rings: BFME. I need to know this because I will be purchasing a laptop in the near future.

I'm just gonna take a guess that the best card for running C&C 3 is probably the same card that's best at running any 3d game at this moment...which right now for notebooks is the nvidia 7950 gtx.
it could change once santa rosa and dx10 are more widely available...but to answer the question in the future, just ask yourself what's the best card out right now, and it'll probably the same card that will run C&C 3 the best.

Those are very similar to the Generals and BFME requirements, which isn't a surprise since it's all on the same engine. I could play Generals at 1280x768 more or less maxed out on an x200M, and I have a friend who plays a lot of BFME on his GMA950 (with only 512MB of RAM, no less). While I expect C&C3 to be a little more intensive than that, it certainly shouldn't require anything like a 7950GTX to be enjoyable. Still, I'd go with a mid-grade (x1600, Go7600 or better) dedicated part to be sure to be able to get the most out of it. And as with any RTS game, a fast, dual-core processor and ample RAM can't hurt.

Another question
I recently reformatted my PC and I can no longer play any games. I installed Command & Conquer Generals and Tiberian Sun and neither of them work. It almost gets to the menu and then it closes and gives a message saying that either I do not have DirectX 8.1 or higher or my graphics card isn't being recognized.
I downloaded and installed DirectX 9.0 but it still didn't work. I checked my device manager and my computer isn't recognizing my ethernet controller, video controller, or video controller(VGA compatible).
I am stumped.

Go and get yourself a new video driver. What GPU u have there?
