Audacity is a great, open source software. The interface is a bit ugly if you are on Linux, but the features are great.
+1 to all who suggested it before me.

Answer:
Did I have problem w/ codec or anything like that
firstly i opened file as usuall but this program had error that it didnt recogize format.therefore i had to Import Raw,it had a pop up show file properties as well as my foobar's report. Then i reviewed file in Audacity, background was noise although file was played well w/ foobar :( (another formats are tested well)

@Calum: thx for the file but i dont know how to use it exactly,it seems the file which foobar always request when converted to another mp3 format
