So what? I had steam running because i was talking with my friends. That is most deffinently Halo 2 and I knew someone would be a smart ass and sayh that.

Did you retry?
If did and problem still exists, try install it on a different computer. If problem still exists, then only two conclusions can come out:
1. The files on that DVD are corrupted
2. The DVD itself is corrupted
How to bypass:
1. Manual Install:
- Make a new folder and name it: Disk Images (Must have a Space between them) in your local "C" harddrive.
- Within that "Disk Images" folder, create a new folder and name it "Disk1"
- Copy all the contents on that DVD to "Disk1" folder
- Remove DVD from your DVD tray
- Run that autorun.exe or launch.exe or setup.exe in that folder, whichever it is
or
- create a new folder on your desktop and name it "Halo 2 DVD"
- copy all the contents on that DVD to "Halo 2 DVD" folder
- Remove DVD from your DVD tray
- Run that autorun.exe or launch.exe or setup.exe in that folder, whichever it is
2. Make Image Files
- Burn that Halo 2 DVD to an image file, preferably .iso fomat
- Install it directly from your harddrive by mounting that .iso file to your virtual DVD drive
3. Return it and exchange for a new one.

Ive tried both 1 and 2, im going to try and return it tomorrow. But i wanted to try and not do that at all cost.

I assume that everything copied from the DVD to your harddrive was ok, no error messages pop-out during the transfer.
Therefore I can conclude the fact that the data files on that DVD are not corrupted, so I suggest you burn those data directly to a new DVD disc, and install it from there. In another word, burn another copy of this game.

A bad disk is not somthing I think I have ever heard of in a new game, but if thats the case see if copying the files to the computer works like described above. That is somthing I doubt will work on a newer game often there is data on the disk that you will not copy with a file transfer like just some misc info on the disk at a certian point that the exe will check to see if its a legit disk.
A work around for this would be a program like magiciso, you can create an exact disk image, make it an .iso and then use somthing like poweriso or dameantools to mount that disk image to a virtual drive. Then you would know for sure if its the disk or not.
Before you even try that tho, make sure the obvious are done:
> Turn off all your programs while tring to install like steam. Better yet try booting into safe mode.
> Make sure there is actually enough space on the D: to install the game, you may have 2 drives or maybe thats a partition, eather way people lose track of space and often times things like this happen due to lack of drive space.

Funny I get this same problem with Halo original - it says failed to install because of some cab error, on a perfect condition disk. I tried creating an iso, it created fine, but same error when tried run it with any programs...
I looked it up online, and while it was rare it happened a few people, and they weren't able to solve it. Really pissed me off.
