Does Vista have a location system like OS X does?
Does Vista have a system where you can store network profiles for different networks/locations? Specifically, I am wondering if there is an ability to set specific TCP/IP adapter settings (such as IP address settings) for different connections. This would be similar to the location feature in OS X.

Yes and no. It allows you to store a list of connections, but as far as I can tell it's just for authentication. I haven't figured out how to get it to let me store IP information. That's a major oversight, so it wouldn't surprise me if I'm missing something.

hmm guess uve discovered the same thing i have. when ms was touting reworked network stack and some sort of network location system, i thought they meant u could have a unique profile for every connection including ip, but it seems right now it only allows u to change stuff like home/work/public
i hope im just missing something here cuz the location feature in osx is very useful

Agreed, I haven't tried it in OS X, but I imagine the features in Ubuntu and Suse are very similar.
