You need to purchase a license for XP, which is hard to find but doable. Check www.newegg.com for one.

If you've recently purchased a new system with Vista pre-loaded, I suggest you contact the system manufacturer about downgrading your Windows license.

If they allow downgrades...and I have never heard of one without having to purchase a new XP license or using an old retail one.

Assuming all that licensing stuff is in order, to install XP just put the installation CD into the CD drive and select it as your first boot device in your BIOS. Then it's pretty straight-forward from there on. Be sure to backup your documents before doing this! I think you'll need to wipe your whole hard drive...
