i will get a cheap comp if it is highly upgradeable like you can upgrade graphics cards

The only upgradable GPU's(MXM/AXIOM compatiable) in laptops are usually high end machines, 95% of laptops have their graphics card soldered onto the motherboard.
I would say the Compaq v4000t is your best choice there.

If you want decent graphics, the V4000T as mentioned is your best bet.
