The Dell Latitude D520 is good for a standard 15" XGA, check the Dell outlet for the best deals.
Also consider the HP nx6325, which will probably be better at running Vista thanks to its better graphics card.

How important is the standard screen for you? If you're willing to consider widescreen, you'll have more choices. Two to consider are the HP dv6000 and the Lenovo 3000 N100.
If you need standard, the Lenovo C100 and the HP NX6310 should work, within your budget.
For something outside the mainstream, consider the Sager NP6630. You won't get the same features for your $1000 as you will with the above models, but you'll get a lighter machine that's built better as well as great customer support.
