How about a number for your budget? $600? $900?
The Compaq V6000Z sounds like a good choice for a cheap 15.4". Good build quality, a nice keyboard and screen.

The V6000z series starts at 449. Unlike a Celeron, a Sempron is actually a tolerable budget CPU. There's also a free 1 GB RAM upgrade, and the productivity ports are worth springing for.
