Your gaming requirements seem very light though...are you planning on playing anything else besides C&C? A 14 inch with an actual gaming chip within your budget might be tough..you may have to live with a 15 inch (Dell E1505 comes to mind). I heard HP doesn't do custom laptops in canada? I would normally recommend looking at an HP dv6000 as well, but only if you can customize it.

Re: lookin for one to fit these specs:
yeah i looked at the hp site and they dont customize for canada (seems like that is the trend i guess...) and hte e1505 isnt available for canadians either. I dont see why they cant just ship them over the border...

the e1505 = dell 6400.

Re: lookin for one to fit these specs:
14" notebooks most often do not come with video cards, and if they do, they are much more expensive than $1000 can.

Re: lookin for one to fit these specs:
With your budget there really isn't a lot in 14 inch. The Compal HGL30 starts just under US$1100, the Asus 14 inch machines are even more. As I said, 14 inch with a actual gaming chip, with your budget, is pretty tough.
If you can get an HP dv2000t with the NVIDIA graphics that might work. Or an HP dv2000z, where the integrated graphics are NVIDIA. Possibly a Compaq V3000z as well (Not the V3000t, since that doesn't have an NVIDIA option). But since you can't customize, you'll have to see if they offer a model like that there. As I recall, Dell 14 inch machines stick you with an Intel GMA and that's it. A GeForce Go6150 or 7200 ins't exactly great...might not even be "good." But it's better than nothing.
P.S. Intel GMA = "nothing" :D

Re: lookin for one to fit these specs:
AFAIK, HP offers only Turion based versions of the dv2000 with the Go 6150 in Canada.
Answer:
Re: lookin for one to fit these specs:
No Turion x2? Eww, that's slightly ugly. Still with that budget, there might not be a lot of choice.
Of course, if that also means no Sempron option...to fit that budget we might NEED a Sempron.

Re: lookin for one to fit these specs:
Of course, there are X2 but only Go 6150 in them
for example: HP Pavilion DV2020CAF

I personally don't know about any better options for around 1000$ CAD
