e1405 with a Dell Coupon might get you everything with that budget. If not, check out the outlet deals.
Also, the dv2000z (or t) might fit these requirements as well.
Both Dell & HP offer student discounts as much as 12-15% as well.

You could try places like tigerdirect.com for "older" Pentium M laptops which are going pretty cheap now that the Core Duos came out.
